Opportunity Information: Apply for RFA IP 16 004

The Centers for Disease Control and Prevention (CDC), through the National Center for Immunization and Respiratory Diseases (NCIRD), Division of Viral Diseases, Epidemiology Branch, announced a competitive cooperative agreement to build and sustain a US network of pediatric medical institutions focused on enhanced surveillance for vaccine-preventable and potentially vaccine-preventable diseases. The project was structured as a 5-year effort beginning in FY2016, with a planned period of performance from September 1, 2016 through August 31, 2021. The core idea was to fund sites that could carry out prospective, active surveillance in real-world clinical environments, especially inpatient units and emergency departments, while also including healthy control populations to strengthen comparisons and interpretation.

The surveillance work centered on two major clinical syndromes in children: acute gastroenteritis (AGE) and acute respiratory illness (ARI), with a strong emphasis on influenza and other viral respiratory pathogens. Rather than limiting the program to a single organism, the grant aimed to support broad, pathogen-inclusive testing and monitoring across a wide spectrum of AGE, ARI, and influenza-related agents. By doing that, the network would function as a principal national pediatric platform for tracking disease trends, identifying emerging or shifting pathogens, and generating evidence that can guide vaccination and therapeutic decisions.

A major expected output of the program was high-quality evaluation of vaccine effectiveness for vaccines already in use, using data derived from active surveillance and carefully defined patient populations. At the same time, the program was designed to help the public health community prepare for upcoming or newly introduced vaccines by documenting disease burden and describing the natural history of infections that might soon become vaccine targets. In practical terms, this includes understanding how often children get sick, how severe illness tends to be, who is most at risk, how cases cluster over time and place, and what clinical outcomes look like before and after new prevention tools are introduced.

Beyond basic counts of illness, the opportunity explicitly called for work that improves understanding of pediatric infectious disease transmission dynamics and that informs vaccination and therapeutic policy development. The network structure also positioned awardees to assess vaccine impact in specific populations, including targeted and vulnerable groups, and to consider how socioeconomic and microbiological factors shape disease risk and the success of interventions. In other words, the program was not just about lab confirmation of viruses, but also about building the evidence base needed to make better public health decisions for children across different communities and settings.

Administratively, the funding mechanism was a cooperative agreement, which typically means substantial CDC involvement in technical direction and collaboration during the project period, rather than a hands-off grant relationship. The opportunity was listed as discretionary funding in the health category, under CFDA 93.185, and was open to a broad range of applicants including state, local, and tribal governments; public and private institutions of higher education; school districts; special district governments; public housing authorities/Indian housing authorities; and nonprofit organizations with or without 501(c)(3) status, as well as other eligible entities.

The funding announcement set an award ceiling of $1,000,000 per award and anticipated making about 7 awards. It also included two strict application constraints: proposed activities could not overlap with research already funded under other awards held by the applicant, and any application requesting funds above the stated ceiling would be disqualified from peer review and therefore could not be funded. The original application closing date was January 15, 2016, and the announcement was created on November 13, 2015, under Funding Opportunity Number RFA IP 16 004.
