To guide responses, USAID lists several specific topic areas and questions it would like organizations to address, in whole or in part. On womens position in the RMG workforce, USAID seeks information on whether female workers have realistic pathways to regular wage increases, what share of women advance into middle management, and what typical employment patterns look like across a career (such as how many factories women work in, average tenure, and the reasons for switching factories). On empowerment and leadership, USAID asks how gender-inclusive the sector is, especially for mid-level management roles, what factors help or block women from becoming leaders at work, and what strategies could expand advancement opportunities. USAID also asks about work-life balance challenges women face and what community or factory-based supports exist to help with those pressures.
USAID further requests information that maps the broader ecosystem of investments and coordination in this space. It asks which donors and brands are currently investing in worker skill improvements and whether donor projects and funding levels are aligned with the kinds of changes stakeholders want to see in workers lives. Finally, USAID directly solicits brand and private firm perspectives: what worker issues brands most want to address, whether they are interested in co-designing a private sector engagement activity with USAID, and what form of engagement they would prefer (for example, partnership structure and roles).
The submission instructions are straightforward and restrictive: responses had to be submitted by email only (no phone calls or hard copies), limited to five pages, written in English, and formatted in 11-point Times New Roman (or similar), single spaced, on 8.5 x 11 inch pages with consecutive page numbers. Respondents could include relevant reports via embedded links when possible, or attach documents if not available online; reference documents could be in Bangla even though the narrative response had to be in English.
